Old Lyme Board of Selectmen
Regular Meeting: Monday, June 21, 2010

The Board of Selectmen held a regular meeting at 7:30 PM on Monday, June 21, 2010 in the Meeting Hall of the Old Lyme Memorial Town Hall. First Selectman Timothy Griswold, Selectman Skip Sibley and Selectwoman Bonnie Reemsnyder were present.

1. ~Approval of Minutes – 7 June 2010 (regular) and 2 June 2010 (special)
Selectwoman Reemsnyder moved to accept the minutes of June 7, 2010.  Selectman Sibley seconded the motion.  SO VOTED.

2.  Communications:
        a. Russ Gomes, Chairman of the Regional District 18 Board of Education, sent information about the timing of the High School Building project. He expects the State Bureau of School Facilities will provide a final approval letter shortly which will enable the School to put the project out to bid.  It is hoped that certain asbestos removal work may be completed this summer when school is not in session.

4. Old Business
        a. Special Town Meeting on 23 June 2010 – First Selectman Griswold stated that there will be a Special Town Meeting on 23 June 2010 to consider extending the refuse contract with Shoreline Sanitation for an additional four years (from 1 July 2011 to 30 June 2015.  The current contract stipulates that the Town must indicate whether it will renew the contract by the third anniversary of the four year contract (30 June 2010).  

        b. Bus Barn Update – First Selectman Griswold reported that the Bus Barn facility is virtually complete.  The building is being readied for use, the work on the parking area and the fencing is finished and the fuel tank is nearly ready to go.  Landscaping will be done in the fall.  First Selectman Griswold stated that the lease with M&J Bus Company is being finalized and the Town is insisting that the tenant be responsible for all operating costs.  M&J will park a few small busses at the facility on July 1st.

        c. Church Corner Update – First Selectman Griswold reported that the Town’s attorney has communicated with the attorney for American Industries about the scope of the remaining work and the costs to complete the job.  He said that Rowley/Hendriks has agreed to a greatly reduced payment, in view of the problems with the job.  The Board of Finance wants to have firm figures from both American and Rowley Hendriks before considering an appropriation, so that is the task at hand.  

        d. Town Hall Expansion Update – First Selectman Griswold has asked Van Zelm to prepare a summary of its HVAC report to highlight the deficiencies with the HVAC system and to state which professional is most likely responsible for the deficiency.  By having this information, the Town can work with the responsible parties to have the deficiencies corrected

        e. Sound View Crowd Control – The crowds in Sound View have been managed better with the new traffic pattern and with other steps taken by our police.  Residents of Sound View have been pleased with the progress since Memorial Day.  

        f. Village Estates Public Hearing – First Selectman Griswold said that the Board of Selectmen’s Public Hearing on calling the performance bond posted by Village Estates will be on 19 July 2010.  Several required improvements have not been completed by the developer, so the Board must conduct the hearing in order to call the bond and pay for the required items.

        g.  Town Clerk – Blanket Resolutions: - Eileen Coffee, Town Clerk, has requested the Board of Selectmen to execute blanket resolutions authorizing the First Selectman to sign paperwork for various things that come up during the year.  The Selectmen believe it is not that inconvenient to act on resolutions as they arise and they believe it enables them to learn about the items involved before documents are signed.
        
5. New Business
        a. Sale of the 35 gallon refuse carts – First Selectman Griswold explained that there is a company that will pay the Town $10.00 for every unwanted 35 gallon automated refuse cart.  The Town has about 200 35 gallon carts which have not been popular with residents.  The Selectmen asked if they might play a role in the automated single stream program and the answer is likely no.  First Selectman Griswold will confer with Gary Yuknat about this and report back.

        b. Home Based Business Reception – The Economic Development Commission hosted a home based business reception at Cherrystones Restaurant on June 8th.  Member David Griswold developed a list of about 325 incorporated businesses in Lyme and Old Lyme, using a statewide list from the Secretary of State.  Invitations were sent to them and about 30 people showed up.  Those present liked the networking concept and Rep. Giuliano will work to hold a more regional meeting in the future.

        c. Millstone Power Station – First Selectman Griswold attended a stakeholder briefing at the Millstone Power Station on June 16th.  Speakers detailed the ownership of Millstone by Dominion and discussed the company’s mix of energy sources.  In 2009, nuclear supplied 42% of Dominion’s electric production system wide.  The company is proud of its safety record and of its reduction in CO2 emissions.  Due to the lack of fuel diversity and absence of any indigenous fuel in our region, energy prices are high.  Gas generates 51% of our electricity, followed by nuclear and oil.

6.  Public Comment – Scott Boulanger said the beach patrol vehicle (quad) has not been operating at night in Miami Beach.  First Selectman Griswold will speak with the Resident State Trooper about this.  Mr. Boulanger said the R-10 letter has created some confusion with beach residents.  First Selectman Griswold told Mr. Boulanger that the letter has the name and number of Ruth Roach for property owners to contact.

Frank Pappalardo said that residents from Miami Beach contribute to the crowds on the Sound View beaches.  He added that Miami Beach has a policy that non-residents, including residents of Sound View, may not bring coolers onto Miami Beach.  He asked that, in view of the fact that Miami received Town funds, whether it is discriminatory for Miami Beach to enforce this policy.

7.  Other Business:     None

8.  Executive Session:
Selectwoman Reemsnyder moved to go into Executive Session at 8:39 PM to discuss personnel issues.  Selectman Sibley seconded the motion.  SO VOTED.  

Selectwoman Reemsnyder moved to exit the Executive Session at 9:12 PM and Selectman Sibley seconded the motion.  SO VOTED.  

The next Board of Selectmen's meeting will be held on Monday July 19th at 7:30 PM.

8.  Adjournment – Selectwoman Reemsnyder moved to adjourn the meeting at 9:13 PM and Selectman Sibley seconded the motion.  SO VOTED.
